Similar to the framework and operator HTTP v1 APIs (MESOS-2288, MESOS-4791, MESOS-4793), we should implement the internal HTTP v1 API. 

The motivations for the scheduler/operator API includes improvements on usability as well as connectivity. The latter is shared by the internal APIs (See MESOS-304).

Aside from that, HTTP v1 API helps with security as all requests from the agents are authenticated and the agents can be sure they only process events from the master.
