the original code considers "geneseo.il.us" a domain.

according to the code, it's supposed to be a deligatable TLD.  what happens is that there aren't enough 
domain parts to match for the domain, so it is passed through unmodified.

this seems to agree with the RFC to some degree -- it's not clear what we should consider the domain: 
<city>.<state>.us versus <something>.<city>.<state>.us versus ...

Thoughts?
