The reported failure occurs only on some platforms, with some specific Firefox versions.

On Debian GNU / Linux with Firefox 20, for example, no errors are reported.

My guess is that the Selenium driver get sometimes confused by the fact that the three policy tabs under Configuration are all managed via the same PoliciesPanel class, including link for generating the modal page for create / edit.
In this way it is virtually impossible to distinguish which one (of the three) is the actual modal page containing the Save button to be clicked.

Out of that, the feature to be tested by ConfigurationTestITCase#browseAccountPolicy works like a charm, so it is anyway a test problem, not an actual problem.
