Thank for the report. This is fixed in CVS head, I will backport in 1.5 branch.

The cvs date log on my computer (fr_FR) is also in 24h format, it looks like 
it is normal but I could not find any detailed information in the docs yet, 
this would not be surprising though.

However all dates in the log command are UTC time unlike other commands but it 
does not affect the input/output since input is assumed local and output as 
well so the error is counterbalanced. I added a timezone
setup in dateformat so that it is self explanatory.
