A new request type captures the DB changes that need to be made based on pre-Ratis request processing. Define the kind of request and implement the post-Ratis apply transaction code. 
 # The apply transaction does not write to the double buffer but needs to keep the metadata for the double buffer consistent.
 # This request type captures all they keys that are part of a batch that is being sent to Ratis for consensus. Thus, it holds the list of DB changes to be done for multiple client requests that have been processed.
