[Feature Blueprint] Profile Parameter Comparison / Management

I have submitted a blueprint PR (
https://github.com/apache/trafficcontrol/pull/3894) regarding the
enhancement of TP to include a better view for comparing/managing the
parameters of 2 profiles.

Please add any comments directly to the PR. Once all the comments have been
addressed and the blueprint PR is merged, I will start development.
