[PR] chore: migrate from Yarn to npm [arrow-js]

   ## What's Changed
   
   Yarn 1 has been in maintenance mode since January 2020. This PR migrates the project from Yarn to npm as discussed in #189.
   
   ## Test plan
   - `npm ci` ✓
   - `npm run build` ✓
   - `npm test` ✓
   - `npm run lint:ci` ✓
   
   Closes #189
