Sorry, my reply to your initial post [1] was incorrect. <elseif ... /> and <else/> are partitions, not containers (note the bodyless tags), see the section on <if> from the latest WD [2].

The current processing is therefore in accordance with the WD, please re-open with a test case if you still think there is something to be addressed in this regard.
