oops...

Somehow I managed to package up the wrong copy of Makefile.tmpl with mod_perl,
I just dropped the "right" copy at:
http://www.osf.org/~dougm/perl/Makefile.tmpl

Also, I did a bogus initialization, that only gcc lets you get away with, if
you need the quick fix grab:
http://www.osf.org/~dougm/perl/mod_perl.c.patch
