While preparing index mutations we are are scanning data region for index maintenance which is not required in case of immutable rows. This optimisation is very helpful for local indexes which got removed in the recent changes.
FYI [~jamestaylor] [~mujtabachohan] Found this while checking PHOENIX-3853.
