   ## What is the purpose of the change
   
   This issue is inspired from [a user mail](https://lists.apache.org/thread.html/56069ce869afbfca66179e89788c05d3b092e3fe363f3540dcdeb7a1@%3Cuser.flink.apache.org%3E) which confused about the state size meaning.
   This PR changes the description of state size and add some notices on documentation could help this.
   
   ## Brief change log
   
     - Update web UI description.
     - Update documentation of incremental checkpoints to notice the change of meaning.
   
   
   ## Verifying this change
   This change is a trivial rework / code cleanup without any test coverage.
