[DISCUSS] [CALCITE-4278] Druid tests optional or enforced for PRs

Hi guys,

I am about to add Druid tests as part of the GitHub CI. The tests need ~8
minutes to run on GitHub.

Should we run those on each PR or only on request (using the
"druid-tests-needed" label).
Needless to say that will be run for every push on master.

Please comment under the jira case [1].
