Discussion of DataSketches-Rust
I have created a datasketches-rust repository with the bare-bones files for
a ASF/GitHub project. I disabled _protected_branches_ in the .asf.yaml
file for now. Once we have some meat on the bones, we can re-enable it.
I will repeat this on dev@, but let's continue the discussion on an issue
in datasketches-rust now that it is created.

I didn't realize that "Discussions" was a github option so it is now there
and this is really more of an ongoing discussion. So please find this
topic in the "Discussions" section.

Yeah, somehow the issues tab is not enabled. I've tried enabling it via
.asf.yaml but that doesn't seem to work. I am discussing this with infra
now.

Thanks Lee! As far as I can tell going https://github.com/apache/datasketches-rust/issues and clicking on "New Issue" leads to a 404.
As far as progress is concerned, I have an HLL implementation working in pure Rust, with some serialization tests borrowed from datasketches-go. Happy to open a PR as soon as the issues become available.
