The management agent internally consists of a couple of bundles. One of them is a bundle that provides an Identification service. By implementing a different bundle that provides this Identification service, you can implement your own strategy and (in this case) read the target ID from the "karaf.name" property.
The ace-managementagent bundle is nothing more than a wrapper around those individual bundles that makes a self-contained management agent and allows you to specify some configuration via system properties. If you create a different identification bundle, you can also create a different "wrapper bundle" that uses it and make that part of the "karaf support" bundles of ACE.
