See the xsl: namespace prefix? This is not about FOP. It's about XSLT.

The href attribute has datatype "uri-reference" (See XSLT specs). If I'm not 
mistaken it cannot take variable content as you try. You'll have to try 
something else to do what you do. Consider asking on a XSLT-dedicated list for 
help.
