I put a debug statement in the action, and it is NOT called when the prefs action is called.
However the render state is incrementing the value, which may cause confusion.
As an aside, the PickANumber portlet is currently broken.
Please test it yourself, put in a breakpt or debugs stmt, and close the bug if you can't reproduce.
I cannot repro here.

Pick A Number portlet action is being fired anytime an action is processed, even if it is not the target of the action. Example: clicking a like in the PreferencePortlet cause the guess count in PickANumber to increment.
