Hi [~xgong], as discussed offline i am taking over this jira and here i have give a basic implementation that leaf queue's can be deleted if there are no applications associated with it. If further options are required as mentioned in previous comment then i can work on it, else will add some test cases to complete the patch. Have tested the patch in local build.
