J1.6 localisation file (Polish version)

Dear all,
I will add some KEY=text items to the Polish version of the localisation 
file.

I see some characters must be properly replaced with ASCII/jetpseed 
encodings.

May I ask how these localisation file (and all others for those such 
replacement are necessary) have been generated?
Is there any tool to accomplish it smoothly?

Sorry, I am not an expert in multilanguage support...
