Burn Lewis resolved UIMA-4582.

    Resolution: Fixed

Added  defaults for max time for a JP to init and a work-item to complete.  Deprecate some dropped from ducc.properties and ducc_submit i.e. process_get_meta_time_max.
All default.ducc.properties now start with "ducc."  
Improved default handling and made CLI set what it can so they can be seen in ducc-mon
