proxy connection refused on freebsd

	I've looked things over and I'm at a complete loss..

	The proxy in 1.1b0+ak (and 1.1b0a) is failing on freebsd-- the
error log says connect: Connection refused. I checked and the
sockaddr_in being sent to connect() seems to be correct.. and I can
telnet from the same freebsd box to the web server in question just
fine..
