Server access

Hello all, I am running tomcat 5.5 with axis 1_2.  I have noticed that
only a limited amount of threads attempting to call the server at the
same time are allowed access, 

others are.  The error message is: java.net.ConnectException: Connection
refused: connect but the server doesn't go down.  Is there any way

to increase the incoming queue (if there is one) on my server.
