While the normal AIX way of handling this (which you found) is fairly straightforward, I will consider implementing a better fix in Apache 2.0 apxs.  This will help suppliers of third-party modules by not having to say "on AIX please add -Wl,-bexpall", as well as Apache users on AIX by not seeing the problem in the first place :)
