Currently in {{OakOSGiRepositoryFactory}} is by default repository is not activated within in 10mins then it causes a Timeout exception and in that OSGi is shutdown.

To allow better debugging in such cases its helpful that OSGi framework itself is not shutdown. This can be enabled as a debugging config
