JMeter repository

I have tried several times to connect to the Jmeter repository using the description in the document http://home.elka.pw.edu.pl/~mkostrze/jmeter-eclipse/jmeter-eclipse.html, but it never works. I always get the error message 'Cannot connect to host'. Does anybody succeeded connecting?...
