Hudson accounts and PMCs

Per https://issues.apache.org/jira/browse/INFRA-2326, is it possible for a PMC to designate committers who are allowed hudson access?

Unless somebody objects I'll update the wiki
from "Verify the requestor is a member of a PMC or
      an Incubator project"
to   "Verify the requestor is a member of a PMC or
      an Incubator project PPMC"

I have previously judged PPMC membership as acceptable, fwiw .

I don't know what changes are being considered, but for now it would
appear to be PMC or Incubator membership only.
