Bug in org.apache.struts.taglib.html.LinkTag

The last commit to this file is totally broken.  The change adds
logic based on the presence of the "name" parameter, when it really
wants to refer to the "linkName" parameter, and the logic for the
"linkName" attribute was already present.

This looks like it was in response to a bug report by someone who
didn't read the documentation.
