New PMC Chair Elected

This week on the general@jakarta.apache.org mailing list, the current
members of the PMC elected Sam Ruby to be the next Chairman of the PMC.
Consistent with the indicated wishes of the PMC, I'm hereby stepping aside
as active Chair of the PMC allowing Sam to perform as Acting Chair and
request that the Board ratify his position as PMC Chair and an officer of
the ASF.
