Description:
Twitter's chill isn't cross-built for 2.13 (yet) and looks like it's waiting on several dependencies to update.
We might also be able to remove Chill usage.

OK, no we do use Chill. I think it still may be possible to remove its usages if it comes to that, but for now let's wait to see if an update happens.
