When trying to create Issue Collector (similar to a little thing on the right that says "Submit a Bug" that you see at http://couchdb.apache.org/) I get the following error from ASF JIRA:

You cannot create an issue collector for this project, because the
following fields are required on the project and those field types
cannot be displayed to anonymous users. If the field is changed to be
optional or a default value is provided, then an Issue Collector can
be created for the project. Not allowed fields: Assignee
=====================================================

I'd presume that I need to make 'Assignee' field not required, but my karma is not sufficient to do that.

Please help.
