The logic does not seem to error out if the user did not provide the jdbc driver.
We should fail setup when the driver is not available.

[~mahadev], what should the behavior be for silent install?

[~odiachenko], can we use the new method (get_ambari_properties) at all places that explicitly read the properties file (~ 4 locations)? It will be great to have all of them use this method. This change should be done only for trunk.
