Favorite Layout Applications

What are some favorite applications for performing layout for complex
newsletters to published with cocoon? They would have to produce the xml and
xslt and xslfo files, of course. This is tedious to produce these by hand,
of course.

 

I've tried treebeard on source forge. This does not handle xslfo very well
(last I checked).
