the new getDiagnostics() call in HADOOP-14220 provides a string -> string map of diagnostics info to callers; I'm already using this for the functional tests of set-capacity by having standard name for read-capacity and write-capacity. Authoritative -> bool would be another field and used the same way...no need to put in another method
