HIVE-30037: Use camelCase for the row-order test fixture

Rename env_setup and its two references to envSetup to satisfy
StaticVariableNameCheck. Only three identifier tokens change; query,
assertions, annotations, and fixture lifecycle are unchanged.

Validation: exact reported naming regex fails before and passes after;
Java token comparison confirms no other token changes. Full Hive tests
were not rerun locally for this test-fixture rename.
