I think combination of [https://w.amazon.com/bin/view/Open_Source/Training/GitHub/InstallGitSecrets] and [https://stackoverflow.com/questions/2293498/applying-a-git-post-commit-hook-to-all-current-and-future-repos] could be the solution.
