Remote delivery not working for desitinations

Hi,
I am using James 2.2.
I can send mails to some of the remote servers, such
as hotmail.com.But cannot for yahoo.com, and 163.com,
etc.The messages got is:

Hi. This is the James mail server at jx21c-oldz5c19h. 
I'm afraid I wasn't able to deliver your message to
the following addresses. 
This is a permanent error; I've given up. Sorry it
didn't work out. Below 
I include the list of recipients and the reason why I
was unable to deliver 
your message. 

xxxx@163.com 
No mail server(s) available at this time.
