problem executing tomacat/admin

hi ;

 when i launch my tomcat ,
 it is accessable via port 8080 , the tomcat manager works properly ,
this is also the case for the examples (jsp and servlets)

however , when i click on the hyperlink tomcat administraton on the intro
page
i got the following error ..

Http 500

 Exception report
 The server encountered an internal error () that prevented it from
fulfilling this request
exception
org.apache.jasper.JasperException: Cannot find message resources under key
org.apache.struts.action.MESSAGE

root cause
javax.servlet.ServletException: Cannot find message resources under key
org.apache.struts.action.MESSAGE

could you help me with this
