[Tool] Retry failed table copying tasks

Copying a table with a large data maybe some tasks failed
because of timeout or memory pressure and so on. It is not
a good ideal to copy the data from the beginning, that will
cost a lot of time.

As copying a table job will be splited into many copying tasks,
it is better to retry when a copying task failed. This patch
retries 3 times for every failed copying task.
