patch

Moves existing tests to dnsbltest.spamassassin.org and adds tests to ensure
correctness when trusted_networks != internal_networks.

Patch depends on 3.1 patch in bug 4661 (SPF tests are broken without it if
trusted_networks != internal_networks).
