The starteam tasks as currently written are only useful for pulling files in 
and out of the repository without comparing them to the repository.  This 
means that checkouts take significantly longer than they might otherwise have 
to.  This means that the tasks are useful for doing full builds of a clean 
checkout of sources into an empty directory, but any optimizations that would 
not check out the files if they are current are not possible.
