   You are right - and shame on me, I should have known because I changed this.
   https://github.com/apache/incubator-openwhisk/blob/9be13e2c6d581f42b60351f05a11e4aa71ca31d9/common/scala/src/main/scala/whisk/core/entity/Exec.scala#L269 a container image is always pulled unless it's white listed in the manifest.
