Applied & committed, but then with a warning note in the config.php, and with the conditional if (!empty($proxy)) ... don't want to set it when no proxy is configured.

I had 2 other people who ran into this problem when developing using shindig, so that was reason enough for me to put in this 'development only' feature, even though i usually try to avoid those
