Apache Flex 4.10.0 release candidate 3

Hi,

We're currently voting on Apache Flex RC 4.10.0 RC3.

I can confirm this for installer versions 2.5.4 and 2.6.0, both running on
Mac OS X 10.6.8. The default selected language is German, however
everything is in English. Switching the language selection does what it is
supposed to do.

An observation here's that the main screen is not fully localized, all
string prompting the user to "select" something (e.g. Select Flex version)
don't change. I don't know if this is on purpose or not, but the next
screen seems to be fully localized.
