TCC and Configure

I'm afraid I don't understand what the point of using the TCC variable in
Configure is, after it is used to grab any user-specified setting of
course.

Shouldn't CC be used for all the OS specific tests, etc. after that?
Right now if you try to compile on (for example) a HPUX system with just
their ANSI C compiler, it will choke because it doesn't set the right
flags unless you specific CC=cc in the Configuration file.
