This seemed like a necessary step and the right thing to do since
/dist/dev/bloodhound was added rather than moved from
/dist/dev/incubator/bloodhound (details in
https://issues.apache.org/jira/browse/INFRA-6083). I just wanted to
highlight this so others could check that it was the correct step to take.

I also suspect that /dist/dev/incubator/bloodhound can be deleted now.
