[ANNOUNCE] Apache2::AuthCookieDBI available

With the help of Lance P Cleveland there is now an Apache2:: version of 
AuthCookieDBI.
Apache2::AuthCookieDBI premiered at version 2.03 and is essentially the 
same as Apache::AuthCookieDBI 2.02 but works with mod_perl2.
