[PR] Add PGP key for Jie-Kai Chang, remove AMD Dockerfile and hackathon task sheet [mahout]

Three small housekeeping changes.
### KEYS
Adds my OpenPGP public key so I can sign release artifacts.
- Fingerprint: 416400C855EACE5D404B38CD5C5C09E330C50BC8
- Algorithm: ed25519 (certify) with ed25519 signing and cv25519 encryption subkeys
- Primary uid: Jie-Kai Chang <ji...@apache.org>
Verified the full KEYS file still imports cleanly with `gpg --import KEYS` (20 keys). The same key will be uploaded to ATR separately so the KEYS file on dist.apache.org is updated too.
### Dockerfile.qdp-amd
Removes the AMD/ROCm Dockerfile added in #1246 and #1251. It is no longer maintained and nothing in the repo references it apart from the 0.6.0 release post, which is left as-is since it describes that release.
### Hackathon task sheet
Removes `website/static/hackathon/mahout-hackathon-tasks.md` and the two places in the Community over Code Glasgow 2026 post that linked to it. The task list is already in the post itself, so the separate sheet was redundant.
