TCP_FASTOPEN

Howdy!

We’re starting some testing with TCP_FASTOPEN on our proprietary cpanel server daemon, and I saw this PR opened for TRUNK for Apache: https://github.com/apache/httpd/pull/15 <https://github.com/apache/httpd/pull/15>

I was hoping to solicit some feedback on this PR. Is this something that is considered ‘safe’ to patch in manually until it’s accepted upstream? It appears quite harmless, but as it hasn’t been taken upstream, I was wondering about it.
