BUG tomcat admin

hello!

when i added a new virtual host and then a new context i can't use this 
new context until i restart my tomcat!
i get the following error:

WebappClassLoader: Lifecycle error : CL stopped

after that i can't restart/remove the context until i restart my tomcat!

my configuration:
windows2000 pro
tomcat 4.1.18 LE-jdk14
jdk 1.4.1_01

the error is the same on:
windows2000 pro
tomcat 4.1.18
jdk 1.3.1_06

has someone solved this problem?
