The 404 unfortunately misguiding. You will only see the room when logged in as an administrative user from the Github repo. So the steps to take are:

1. Login to Github as an administrative user of the Apache organization.
2. Go to gitter (https://gitter.im) and sign in via Github.
3. Go to https://gitter.im/apache/incubator-airflow/Airflow_committers
4. Click on the levers-icon on the upper right corner (next to the star)
5. There should be (hopefully) a "Delete this room" menu item available

In any case to create a public room please do the following (even if deletion failed we can just leave the room):

1. Login to Github as an administrative user of the Apache organization.
2.  Go to gitter (https://gitter.im) and sign in via Github.
3. Click home icon (upper-left)
4. Click add room (green button, bottom left)
5. Select "Apache" as a community
6. "Airflow_Developers" as a room name
7. Public access
8. Create.
