[PR] [core] Prune FM index partitions by query row ranges [paimon]

QuakeWang opened a new pull request, #10201:
URL: https://github.com/apache/paimon/pull/10201

   ### Purpose

FM readers ignored split-local row ranges and queried every internal partition, causing repeated index queries and I/O across distributed splits.

Only create readers for intersecting partitions after validating the complete metadata. Preserve row IDs, split-level filtering, and missing-file failure behavior.

   ### Tests

   - 73 tests passed in FMGlobalIndexTest and IndexQuerySplitTest.
   - Covers task and I/O counts, empty and overlapping ranges, metadata validation, and split serialization with nonzero row IDs.
   - Spotless, Checkstyle, Enforcer, and RAT checks passed.
